  1. What do we do for Fiscal Year 2010 in regards to the Early Graduate program?
    • The program is suspended for this year so semester early and year early graduates from this fiscal year will not be eligible for the scholarship.  Schools do not have to do anything special to report or submit student names to the Agency.  If and when any information is needed, ADE will take the information from the Student Accountability Information System that is already in place to collect student detail information.
  2. Where can I find the adjustments you made to my payment due to the early graduates?
    • You will find the adjustment listed  as A.R.S Section 15-105 Early Graduation Scholarship Fund Adjustment on the final page of your (APOR/CHAR 64-1)
    • The amount listed should be equal to the amount reported on the corresponding Early Graduation Adjustment Report. (e.g. the adjustment on the FY2009-2010 on a CHAR64-1 Report will match the amount on the FY09 Early Grad Adjustment Report).
  3. Isnt it possible for schools to lose money on semester early graduates?
    • There could be an example where for each student who graduates a semester early (at the 90th instruction day), the district will receive approximately $378.62 in additional funding but will have the amount of funding available to the district in the subsequent year reduced by $1700.  In this scenario the district could lose approximately $1321.38 in expenditure capacity in the subsequent year for each semester early graduate.
  4. Is it mandatory that all high schools participate in this program?
    • Yes, A.R.S. Section 15-105 (A) states "Each school district or charter school that provides instruction in grades nine through twelve in this state shall participate in and promote to students an early graduation scholarship program."
    • The ADM and funding adjustment will occur regardless of the student's actual participation in the scholarship program
  5. If the school is paid from an adjusted ADM, how does the early graduate affect the funding count?
    • The ADM from the early graduates will be added as an override after the calculation for adjusted absences occurs
  6. How will students apply for this scholarship?
    • Students will have to contact the Arizona Commission for Post Secondary Education.   They will likely have a web based application as well as some documents that will need to be presented.  When more information is available it will be found on their website.
  7. Is there going to be some kind of report available so that we know how many students were submitted for early graduation status from the web application?
    • That report is now available as a EGSF School Summary Report in the Reports section of this website.  Only the report reflecting the latest update will be displayed.  If a school believes that the numbers on this form are not correct, the school would need to file a request to correct state aid and resubmit data to SAIS for the FY08 fiscal year that reflects the correct graduation status for the student.
    • The students that are used for funding are not taken from the early graduation reporting form.  That form was only used to seed the fund for estimates.  All extracts are taken from SAIS submissions. 
  8. What if I have no early graduates?
    • You will not need to take any further action.
  9. When will I receive the additional ADM for my early graduates.
    • We are currently working on a way to provide an override to the student counts so that you will be able to determine the amount of additional ADM you have received for your early graduates.  This ADM will be reflected in the final recalculation payment for FY2008 which is expected to be made early in the 2009 calendar year.
  10. I've been told that a particular student has been denied the scholarship because ADE does not have a record of that student graduating early.  Who do I talk to and how can I get this fixed?
